(More customer reviews)I purchased one of the "New" ones and recieved a blue-swirl European (PAL) version. Skeptical, I looked it up and found that there was no difference inside the controller.
The controller works great. I haven't had any issues with any of my Sega DC controllers yet - after 5 years and several tournament used.
